JOB TITLE: Manager, Contracts, Grants and Budgets
REPORTS TO: Controller
Position Summary*:
The Manager, Contracts, Grants and Budgets position will oversee and coordinate the financial management of all grants and contracts. In addition, they will perform daily accounting functions related to contracts and grants.
Principal Duties and Responsibilities*:
- Oversee and create program budgets and budget revisions for all contracts and grants submitted by the organization (HBHC) in coordination with the grant writing staff and applicable programmatic staff.
- Attend annual round-table meetings or other meetings as required by the funding agencies.
- Oversee preparation of subcontracts and subcontract budget and budget revisions as required.
- Monitor sub-recipient performance in coordination with program and compliance staff including site visits.
- Oversee preparation of monthly invoices for submittal to funding sources (including federal, state, city, and all other corporate and private grants) for reimbursement. Follow-up with all funding sources as necessary, regarding the status of payments.
- Assist Controller in month-end close process as it pertains to revenue recognition associated with the contracts and grants. Prepare, enter and verify monthly general ledger journal entries pertaining to contracts and grants. Maintain accuracy of monthly accounting of contracts and grants.
- Oversee the preparation of timely variance reports on a monthly basis and maintain consistent interaction with the program staff to monitor the financial progress of contracts and grants.
- Coordinate the contract and grant reporting requirements with program managers.
- Assist Controller with preparation of financial analysis and financial reports as determined by the executive staff.
- Assist Controller with preparation of cash flow projection on a monthly basis.
- Assist Controller in preparing for HBHC’s annual financial audit and lead the annual OMB Circular A-133 audit, including preparation of the SEFA (Schedule of Expenditures of Federal Awards).
- Responsible for being the lead conduit and working with applicable program staff in preparing for any funding source agency audit.
- Assist Controller in maintaining HBHC’s accounting policies and procedures relevant to contracts, grants and compliance, and provide revisions as necessary.
- Assist Controller in maintaining the accuracy of financial accounting system (Blackbaud Financial Edge) related to contracts and grants.
- Assist Controller and Financial Accounting Manager in overseeing the preparation of the agency’s annual budget as well as throughout the fiscal year ensuring that the agency expenses adhere to the annual budget.
- Supervise contract and grant staff.
- Other duties as assigned.
Working Conditions:
Pleasant, casual work environment. Space is limited and must be shared for most effective usage. Sporadic periods of high stress and irregular hours. Periodic evening and special events participation required.

Knowledge, Skills and Abilities:
- Bachelor’s degree, required; Preferably in Accounting or Finance
- At least 3-10 years of relevant contract and grant experience is required.
- Must have at least 3-5 years of not-for-profit experience within an agency with a myriad of contracts and grants and an annual budget size that ranges between $8M-$20M.
- Must be extremely detail oriented, organized, have excellent communication skills, and be able to perform well under pressure in a fast-paced work environment.
- Experience with Microsoft Excel and Word required.
- C.P.A. preferred.
